Letter of Partnership in MD Department of Juvenile Services

Building Futures Through Partnership: FTPO & Maryland Department of Juvenile Services

At For The People Outreach (FTPO), our mission has always been rooted in one core belief: every young person deserves the opportunity to grow, heal, and build a better future—no matter their past. Today, we’re proud to highlight a meaningful step forward in that mission through our continued partnership with the Maryland Department of Juvenile Services and the Cheltenham Youth Detention Center (CYDC).

A Shared Vision for Youth Development

On April 17, 2026, a formal Letter of Partnership reaffirmed the collaborative relationship between FTPO and the Department of Juvenile Services’ Residential Services Program Team. This partnership reflects a shared commitment to providing impactful, rehabilitative programming for youth in residential care—programming that goes beyond traditional approaches and focuses on real, lasting transformation.

Together, we are working to create opportunities that foster personal growth, resilience, and long-term success for the young people entrusted to their care.

Transformative Programming That Meets Youth Where They Are

Through this partnership, FTPO delivers therapeutic-based arts and media programming designed to engage, inspire, and empower. These programs include:

  • Podcast development
  • Guided group dialogue
  • Music production and songwriting
  • Audio engineering and creative expression

These aren’t just creative outlets—they are powerful tools for emotional development. By participating, youth gain the ability to process their experiences, express themselves constructively, and build confidence in a safe, structured environment.

Beyond Creativity: Life Skills & Mentorship

What sets FTPO’s approach apart is our commitment to blending creativity with mentorship and workforce readiness. Our volunteers work closely with participants to develop:

  • Strong communication skills
  • Accountability and personal responsibility
  • Goal-setting habits
  • Healthy coping mechanisms

These elements are essential for successful reintegration into the community. By focusing on both emotional intelligence and practical life skills, we help young people envision—and actively work toward—a better future.

A Collaborative Effort

Strong partnerships require clear communication and shared responsibility. Through this agreement:

FTPO commits to:

  • Providing qualified and vetted volunteers
  • Coordinating programming schedules with facility staff
  • Adhering to all safety and operational protocols

The Department of Juvenile Services Program Team commits to:

  • Providing appropriate space for programming
  • Supporting logistics and scheduling
  • Ensuring proper supervision and coordination

This structure ensures that programming runs smoothly and remains responsive to the evolving needs of both the youth and the facility.

Looking Ahead

This partnership is ongoing and built on flexibility, collaboration, and a shared dedication to impact. As programming evolves, both FTPO and the Department of Juvenile Services remain committed to continuous improvement—ensuring that every session, every conversation, and every creative project contributes to meaningful growth.

Why This Matters

Community partnerships like this are critical in expanding opportunities for young people who need them most. By investing time, expertise, and resources into these initiatives, we’re not just offering programs—we’re helping reshape futures.

At FTPO, we’re honored to be part of this work and grateful for partners who share our vision.

Together, we’re building stronger individuals, stronger communities, and a brighter path forward.
